SPRINGFIELD, Ill. -- Newly proposed rules, released Tuesday, put patients one step closer to using medical marijuana without risking arrest.
Under the proposal, patients would pay $150 a year to apply for a medical marijuana photo ID card.
They also would pay for their own fingerprinting and background check.
Rules for dispensaries and cultivation centers are still being drafted.
Currently, 20 states and the District of Columbia allow medical marijuana.
The drug is approved for recreational use in Colorado and Washington state.
