BLOOMINGTON, Ill. -- Peoria is hardly the only city having water problems.
Bloomington's water department says there have been 22 water main breaks this month alone, double the monthly average.
An even rarer event is also happening this year, water pipes under city streets that are freezing.
It is mostly older pipes buried at shallower depths.
The problem this year is ground frost, which is currently three-feet deep.
No number has been given on how many frozen pipes had to be replaced.
