SPRINGFIELD, Ill. -- Governor Pat Quinn will deliver his budget address on March 26.
Senate President John Cullerton wants to jump start the conversation.
Cullerton said the state is nearing a $3 billion budget hole.
About half of that is from a decline of revenue due to expiring income taxes.
The rest increases to essentials like education, pensions, and medicaid.
"This is a really tough issue. We have a 3 billion dollar deficit. We have made tough choices in the last 5 years. We have managed our budget. And we've almost always done it with bi-partisan support," said Sen. John Cullerton, Illinois Senate President.
Legislators will begin budget talks in Springfield on Wednesday.
