CENTRAL ILLINOIS -- U.S. Senators Dick Durbin and Mark Kirk are calling on FEMA to level the playing field during a disaster.

FEMA has a "damage per capita" equation when deciding on federal disaster assistance.

Illinois was denied federal assistance to local governments in the wake of the deadly November tornadoes.

The same happened in 2012, when a series of tornadoes hit Harrisburg and Ridgway, Illinois.

Durbin and Kirk say that is because FEMA's funding formula quote, *"dis-favors geographically large states with a large, populous urban center."
