SPRINGFIELD, Ill. -- Not everyone chooses to take on a New Year's resolution, but thanks to more than 200 new laws in Illinois, residents will be making changes in 2014.

As of January 1, flicking cigarette butts out a car window carries a stiff fine as high as $1,500.

For a third offense you could see felony jail time.
