BLOOMINGTON, Ill. -- The Bloomington City Council got its first look at a $180 million budget proposal for fiscal year 2015.

City Manager David Hales said the city wants to focus on the needs of its employees.

The budget calls for adding 17 new full-time city employees and increasing the overall salary and benefits for employees by $6 million.

The spending plan also recommends an increase in utility taxes and a new tax on amusements.

The council will discuss the budget again at an all-day meeting on March 22.
