Five days before the Illinois General Assembly is to consider some form of pension reform, Governor Pat Quinn played the "business card" on Monday.
He's telling business leaders that not passing a pension reform bill will have serious effects on Higher Education.
Quinn says money will be taken from education to pay the state's continuing pension debt.
According to the analysis Quinn produced on Monday, in five years about 26,000 students won't be able to go to college because of reduced "MAP" grants.
The Governor says that will lead to a less-stable business climate.
Unions, including AFSCME, have opposed the plans put out so far by the General Assembly's leadership, saying it puts the burden of pension debt on active and retired employees.
Wednesday is "Governor's Day" at the state fair and AFSCME members plan to be there in numbers to confront Quinn.
