PEORIA, Ill. -- All five districts of the Peoria City Council are being contested in the 2013 General Election.

District 3 Councilman Tim Riggenbach says a highly contested election is a positive sign for the community.

What is interesting is the District 1 race, where at-large councilman Gary Sandberg is tossing in his hat. The seat is currently held by Clyde Gulley, who is stepping down to run for township supervisor.

Riggenbach says while he could understand Sandberg's reasoning, he is surprised by the councilman's decision.

"The councilman [Sandberg] has a lot of interest in things in the warehouse district and downtown,” said Riggenbach. “So, I guess at some level it is not surprising that he would to really zero in on the issues that are most dear to him."

Sandberg will run against Denise Moore and Randall Emert Senior in a primary election on February 26.

If not elected, Sandberg will remain on the council as an at-large councilman.
