CENTRAL ILLINOIS -- The harsh winter is to blame for a sluggish first quarter for home sales in the Peoria area.

According to the Peoria Area Association of Realtor, home sales fell 18.7 percent from the first quarter of last year.

But as temperatures rose, so did the number of listings last month.

There were nearly 600 new listing in March, up 61-percent from February.

It is expected that Governor Quinn's new first-time home buyer program, "Welcome Home Illinois," will help drive-up sales in the coming months.
