SPRINGFIELD, Ill. -- When lawmakers return to Springfield tomorrow, the state's budget will be under the microscope.

One lawmaker we spoke with says there are a lot of elements at play.

"One of them being whether or not the pension reform legislation will stand the test in court." said State Representative Don Moffitt (R) 74th District. "We're probably not going to know in time to include any savings in this budget. So, we have to assume that those savings are not going to be available."

Because of that, Moffitt says he expects a smaller budget.
