Even though the capital bill got plenty of bipartisan support, reworking it could create some obstacles.
Some Republican lawmakers are still upset about the lame duck session approval of a state income tax hike.
Republican Shane Cultra, who was appointed to Dan Rutherford's 53rd District State Senate seat, voted against the income tax hike when he was still a member of the Illinois house.
He's waiting to see what the state Supreme Court decides on the capital bill.
After that, Cultra says it's important for Republicans and Democrats to put differences aside and make any necessary changes to the capital bill.
"The capital bill is very important to the state of Illinois infrastructure needs. It's important to business, it's important to the average citizen of this state. So I think you'll see a good continued bipartisan support to do what ever is needed to make this capital bill a reality again," said State Senator Cultra.
Prior to his senate appointment Cultra was a state representative in the 105th district for 8 years.
