WASHINGTON, Ill. -- Georgetown Commons residents need a police or firefighter escort to get into their building, and some of them they cannot enter.

Those marked with a red placard were deemed unsafe by OSHA safety standards.

The yellowing markings mean the structure is somewhat inhabitable, it is a case by case basis.

And the green placard indicates it is safe to go in.

Each resident is also allowed only 30 minutes in their residence at a time.
