PEORIA, Ill. -- A shooting in the East Bluff is being investigated as Peoria's first homicide of 2013.

Officers responded to 707 E. Nebraska at 11:46 pm on Sunday night. Heather Malcolm, 31, was pronounced dead at the scene on12:35 am Monday.

Matthew Malcolm, 30, the victim's husband, has been charged with murder.

Police say Malcolm was intoxicated when he allegedly shot his wife and then called the police himself.

Authorities say the couple does not have any history of police-reported domestic issues and say this incident does not correlate with the city's 'Don't Shoot' campaign since that deals with gang-related violence.

"It's February, so it's a little bit later in the year than they usually start," said Captain Mike Scally, of the Peoria Police Department. "I haven't seen the activity out there that we've seen in the past to the extent that it's been, so I think 'Don't Shoot' is having an impact. This wasn't a gang-related shooting. It was a domestic situation, and we can't be inside every home to find out when these situations are happening."

Police say a seven-year-old child was at the home at the time of the shooting.

She is now safe with other family members.

Matthew Malcolm is being held at the Peoria County Jail.

An autopsy for Heather Malcolm is scheduled for Tuesday.
