BLOOMINGTON, Ill. -- Illinois State Police have issued two tickets to the driver of a semi-truck who hit three emergency vehicles on I-39 Tuesday night, leaving Bloomington firefighter Christopher Brown dead and other members of the department injured.
Police said the driver, 28-year-old Mansur Shakirov of Spokane, Washington, was charged with a violation of "Scott's Law", which calls for vehicles to slow down when approaching law enforcement or emergency vehicles on the roadway.
He was also charged with driving too fast for conditions.
