PEORIA, Ill. -- It's been three days since the Federal Sequester went into effect.

The Sequester will cut $1.2 trillion in federal spending over the next ten years. The budget cuts will not all come at once and that is leaving some agencies wondering if and when they will be affected.

This time Congress and the White House could not strike a last minute deal.

"I think there is a little bit of crisis fatigue," said Brad McMillan, Executive Director of the Institute for Principled Leadership. "We had the fiscal cliff deal that was at the end of the year. That really did effect most Americans in a big way. It would have meant a significant raise in your taxes in 2013 if they hadn't passed a deal."

The Federal sequester will not raise your taxes but it will mean cuts to agencies across the board. But McMillan said we are only talking about 2 percent of the overall budget.

"There's only 45 billion of the cuts that take place in 2013 and many of those cuts don't take place right away. So Congress will have the ability to use a scalpel instead of a hatchet," said McMillan.

One organization that expects to be effected by the sequester is Head Start. Officials there are making plans for up to a 5 percent cut, they just do not know when that cut will come.

"When will we know definitely that we do have to cut or we do not have to cut? When will we know? It's difficult running a program not knowing what the future is going to look like in that program," said Dr. Maxine Wortham, Assistant Director of Head Start.

"I think in particular in areas like Head Start and other areas where people feel the money is being well spent you're going to see efforts to get that situation corrected," said McMillan.

While agencies like Head Start are preparing for the worst. They continue to wait and hope for the best.
