WASHINGTON, Ill. -- Now residents say the city should have known about the board members' expired terms.

The City of Washington says its hands were tied, the city's contract for fire services says the city cannot interfere with day to day operations of the department, or the elections of it's officers or directors.

"It says more or less not to meddle...It's a private corporation," said Mayor Gary Manier. "They have their bylaws. We were living by our contract and unfortunately the contract doesn't state in it what the term limits were and we were going off and trusting the Board of Directors."

Mayor Manier says the only active involvement the city is responsible for is appointing a city representative.
