Seth Armstrong, 21, of 3719 W. Carmel Ave. in Peoria, is wanted by the Peoria County Sheriff's Department for aggravated battery with a firearm and aggravated discharge of a firearm.
He is also charged with failure to appear in court for charges of leaving the scene.
Armstrong is described as a black male, 5 feet 9 inches tall and weighs 140 pounds with black hair and brown eyes.
His bond has been set at $250,000.
