Saying No to Future 'No Layoff' Promise

The Governor negotiated a deal with AFSCME last year --a "no layoffs" promise in return for wage concessions.

Now, Speaker Madigan is backing a resolution that would bar similar deals in the future.

It also would demand a role for lawmakers in union contract negotiations.

Meanwhile, the Governor is planning to lay-off 2,000 state workers, blaming lawmakers for not giving him enough money in the budget.
