SPRINGFIELD, Ill. -- There's a bill in Springfield, which would change Illinois income tax from a flat tax rate to a sliding scale.

That means those who make more money would pay at a higher tax rate.

The bill was proposed by Democratic Representative Naomi Jakobsson.

Jakobsson said a rate change is needed because Illinois' temporary income tax increase expires in 2015.

House and Senate Republicans say they are against any progressive tax rate.
