East Peoria Deputy Chief Demoted After Internal Investigation

EAST PEORIA, Ill -- In the wake of Former East Peoria Police Chief Ed Papis' retirement, the Deputy Chief Chris Hutt has been demoted.

An East Peoria city official confirms the city demoted Hutt to sergeant, but that he elected to become a patrolmen, with a lower salary.

The city official confirms all of this stems from an internal investigation into the department after there were claims of officers were encouraged to do racial profiling.

The official says the investigation determined there was no profiling, but there was a divide between commanders and officers.

Since then Chief Ed Papis has retired.

This week city leaders demoted Hutt and promoted Rich Brodrick to the Deputy Chief position.

Deputy Chief Shannon Swearingen has retained his rank.

The city official says he is satisfied with the changes made and doesn't expect more to come.
