If you visit Water Street & Main you will see unusual things like Rail Road Crossing signs, Stop Signs, No Parking Signs, Ground breaking signs for "Build the Block".... but there are no Train tracks, Roads or even ground to break...just lots of Illinois River Water and a half submerged car next to a parking meter and Emergency sign.
